Cockpits (How to Control Default Language on Login Page)

As a part of the requirement i need to make "en" the default language for the cockpit ui related fields irrespective of any country, browser or session. That means it must always be in english.

I had tried the proposal given in "https://wiki.hybris.com/pages/viewpage.action?pageId=60325948 " but its not working. Can anyone please help. Its urgent. Thanks in advance.
