The financial services accelerator (part of Hybris 5.5.1) uses something called "Dynamic MultiStep Checkout", see https://wiki.hybris.com/display/accdoc/Dynamic+Multistep+Checkout+in+Financial+Services+Accelerator
So far, none of the other accelerators seem to use this.
Which API is this based on? Is this part of the b2ccheckout addon? Or is it something that is part of the financial services accelerator itself? Is there additional documentation available? It sounds like a common requirement to have dynamic checkout steps that are based on cart contents or choices made within the checkout.

The financialcheckout AddOn is specifically designed to work in conjunction with the financialacceleratorstorefront AddOn. Because the financialacceleratorstorefront is validated to work in conjunction with the yaccelerator storefront, this means that the financialcheckout AddOn is designed to work on the yaccelerator storefront as well.
financialcheckout is required to support the Financial Services Accelerator. It requires

b2ccheckoutaddon extension supports only B2C market. It encapsulates the multistep checkout for a b2c storefront.
