In order for the workflow section in the navigation area of the product cockpit to be shown, the user logged in has to have at least one workflow template assigned/made visible to him/her. To do this, login to the hMC and go to hMC > System > Workflow Administration > Workflow Template
.
Then, find a workflow template that you can assign to the user using the 'owner' attribute. Alternatively, you can also simply make a workflow template visible to the user by assigning this user, or a usergroup this user is assigned to, to the 'visibleForPrincipals' attribute of the workflow template. Go to the 'Administration' tab of the workflow template editor area and scroll down to see this list.
At least one workflow template (not instance) has to be assigned/made visible to the user to be able to see this section in the product cockpit.
