What is an acceptable average time to get a connection?

In the hybris administration console under the Tab "Monitoring" - "Database" - "Datasources", there is a text with some statistics about the connection pool. The last sentence contains a value for the average time to get a connection. The value is given in Milliseconds, which is a precision that implies a pretty short duration in the range of seconds or even split-seconds.

Is it correct, that this is the time it takes to get an existing connection out of the pool? What would be an acceptable value for this duration?
