How do I get an entity with text values from a domain with ABAP RESTful Programming Model in ABAP Cloud environment?

Access to the relevant tables DD07L and DD07T (from CDS) is not possible, access to the relevant function modules GET_DOMAIN_VALUES/DD_DOMVALUES_GET/etc is also not possible....

With the new release 1911 there are now DDCDS_CUSTOMER_DOMAIN_VALUE and DDCDS_CUSTOMER_DOMAIN_VALUE_T available!

At the moment, there seems to be no way to do this; however you could submit an improvement request here: https://influence.sap.com/sap/ino/#/campaign/1738

If the request gets enough votes from the community, SAP might feel bound to provide an abap-class for this or even whitelist the function modules you mentioned.
