Is it practical to have multiple locations under the same plant?

We have two production facilities, about 100 miles apart, that are currently set up under two separate plants. But our behavior is such that we view the production assets as global, and we move our production orders between the plants continuously as we see the need. This makes a significant workload on the materials and support areas, constantly having to move materials back and forth between the two. Some say, "because the locations are geographically different, they need to be separate plants", while others say, "we should make everything be under a single plant since that is how we behave anyway". Primarily for me, trying to communicate when materials are coming in (through SAP) and keeping that info straight is very problematic, so I'm in the "all under one" camp for sure.
