Here's the documentation about how to retrieve the current list of public holidays and set a new one (all this is based upon an XML file that can be exported and imported using Core tool):

When you open the exported XML file, you will see several examples of holiday definitions (some have a fixed date, some occur on the third Friday of a given month, etc.).

Once your public holidays are defined, your price plans can use them in one of two components:

- public holiday splitter: https://help.sap.com/viewer/c7120011d1c244168dc1f945a06f1350/5.0.4/en-US/d1bf73bf85e4487d9bbdb253369...
Also, you can classify your public holidays by country. This is used only in Core tool, in order to help you enable only the ones you want, while defining a pricing logic (e.g. if that pricing logic affects only a specific location).
