Transfer Control & Costing of Sub-material rolling up to the Next higher level

Hi

We have Sales Order costing and the cost estimates from the lower levels are to be rolled upto the next higher level till the final FG material.

while checking the Costing variant & Transfer control settings, I find that following settings are in place.

Still primary costs from the lower levels are not rolled upto the next higher level. Is it something to do with the settings of transfer control ? Please guide.
