I suppose you are trying to transfer a qualitative characteristic with the flag charac attribute checked in the control indicators. In this case, you should have a catalog of type 1 referenced in you characteristic and, if this catalog does not exist in the target system, the characteristic cannot be created.

In order to resolve this error, you should ensure that this catalog exists in the target system.
