SUI Rate is calculating using the default rate instead of rate set in BTXRATE

I am trying to configure state unemployment insurance rate (SUI) for Ohio. SUI is not getting calculated as per the rate maintained in the table V_T5UTX. There is an override in BSI as well as in SAP table (V_BTXRATE). For example, OH in table V_T5UTX it is .021. Override data in BSI as well as in SAP table (V_BTXRATE) Is .021 and $9500; however the correct rate is not calculating. SAP is using the default rate of .027%. What, if any; steps could be the missing?
