Error in withholding tax accounting

While making changes in FK02 in withholding tax accounting system doesn't allow me to enter same withholding tax type twice even though the withholding tax code is different.

When i enter same Withholding tax type with 2 different withholding tax code i get an error saying "An entry with this withholding tax type already exists
