Both CDHDR & CDPOS tables gets updated for PO Header changes

I have observed that, when we change PO header data such as Payment terms, both tables CDHDR and CDPOS tables are updated.Is it a standard behavior.

In case we want to restrict changes only at Header level,only CDHDR should be updated,can you please suggest how can we achieve this.
