NEW budget version issue

Hello Guru

I created a new version same as version 0 in OKEQ for FY 2019 and 2020. After uploading Budget I am trying to transfer budget and getting below error :

"Document will not be posted to General Ledger due to its activity or version"

Please open the periods in the below T-code and try again.

OKP1 - Maintain Period Lock
