VS 2017 Cannot View Crystal Report Editor

I was using VS 2013 before and does not have any issues creating and editing Crystal Report files (.rpt). However, when I started using the VS 2017, I can no longer add a new Crystal Report file and when I try to edit existing files, it just opens up in Hex format. Then, when I try to right click and open with, it does not show the selection for the Crystal Reports Editor. I have already tried the following:

1. Uninstall all programs and features for Crystal Report.

2. Installed CRforVS_13_0_24.exe with Run as Administrator Access

3. Extracted files from the CRforVS_13_0_24.exe then run the setup.exe with Run As Administrator.

All of these methods did not fix the issue so I am at a loss currently. Please see image below for reference.
