1)Can we Submit 2nd Access Request to the user when his 1st Access request in still pending and not closed?
I confirm that this is indeed depending on configuration settings.
Ideally it should not be allowed to submit a 2nd access request for the same user on the same system, if you are using the risk analysis and remediation functionality (which you probably are, why else user GRC :-)). However it does occur a user has submitted a request, then realizing he/she forgot to add a particular role. This means that as long as the first request is not approved, he/she can not submit a request for this additional requirement. There is however an enhancement that can be implemented which would allow the requester to cancel his/her request. This would then allow him/her to create a new 'correct' access request.

As Madhu said, you should be able to submit if configuration allow this.

Yes, you can submit second requests as long as the One User Request Per System configuration is not enabled in EUP.
