Why Won't Edited Cells Change?

Hello. I have massive problem that make me stomp myself angry.

I am very familiar with building epm REPORT. Yes. My only problem is that my change function not working at all. I have done this lots of times beyond 20. I want cells that user changes like from 200 to 300, to change color (YELLOW), so they and see no question.

I make changes on formatting sheet like i have many times. I hit refresh and I get very crazy because it does not work.

See HERE. Please help. I will thanks and thumbs up.

Yes Mr. 3ndp2.png. I have looked over that. All other looks is okay but don't the changes do not appear. The BOLD is good. Protection is good (yes so no green arrows that make you drink whiskey). Something is strange here Mr. Kalinin true.

Good suggestion. I thanked. Any other good thoughts?
