MTO-User are able to Make the Production order more than Sales Order Qty

Hello Experts,

We Create an Sales order with Requirement type "KE", Strategy 20. with Qty. 1000 EA. But when User Create the Production Order (Using CO08) - he can increase the Qty. in Production order as well as can create multiple Production orders with increased qty. (Say order 1 1000 EA, Order2-2000EA....).

How can we stop it.
