Restriction in S/4HANA Cloud starter system in creating additional company codes

Hello,

I'm working on S/4HANA Cloud 1905 Starter system. Though I'm able to add/create new company codes for the USA, I see restrictions in creating the new company codes to other countries. The options I see copy and edit and it limits my choice to the US. Does the starter system allow you to create new company codes to multiple countries?
