Activation of non-localized country

Hello everyone,

I'm using S/4 HANA On-Premise 1809.

I would like to ask the propose of a "Country" field while creating a new Solution in Solution Builder.

I understand that there are country specifics while activating a Best Practices for localized countries(e.g. Spain, Russia etc.), but what if country like "Estonia" (non-localized) would be selected? Will have add some specific on Demo Data during activation? Or this field is just for some reference and doesn't have any effect one the solution content?
