HI Experts,
SBO Mailer is not working beacuse of this issue. Please guide to solve the problem. Databse also not showing.
Solved:
I've noticed that the "Server" field in the Job Service in the sld Services was empty.
I've edited the Job Service and assigned the server.
Everything started to work (both mailer and job service).

In SAP 9.3 PL09 and above SAP changed were the job service can be configured for some unknown reason. I really wish that would stop adding new features in patch levels....
ANYWAYS, go to Administration --> System Administration --> General Settings --> Services Tab. The configuration information is now located directly inside the B1 Client. general-settings-service-blank-tab.png
Additionally in the SLD under DB Instances and Companies you can Enable and Disable Mailer and Alerts for specific databases instead of doing it through the service manager. sld-enable-disable.png
If you click on Services Tab in SLD choose the Job Service and select EDIT set the Service Unit to the DB Instance. services-job-service.png

...also the Job Service cannot start.
If i click on "start" in the sld service job (https://server:port/job) the status goes on starting, but doesn't start.
The db section is missing (i think it's normal with the new pl9 implementation) and this is written in the C:\ProgramData\SAP\SAP Business One\Log\SAP Business One ServerTools\Job Service\job.log file:
2019-06-19 16:22:05 ERROR [https-openssl-nio-40000-exec-10] com.sap.sbo.alert.service.AlertManager - Database Server is empty
2019-06-19 16:22:05 ERROR [https-openssl-nio-40000-exec-10] com.sap.sbo.service.BaseService - Service start failed
The alert service is also enabled in the sbo company db.

I've the same issue both on upgrade and new installation (PL9 and PL10).
The mailer service is enabled in the sbo db (according to new implementation from pl9, and i see mailer enabled also in the sld company db).
Access to sld via browser with b1siteuser works.
But no email is sent, and via Service Manager i get your same results.
I've also noticed this in the Windows Event Viewer by the SBOMail origin:
"Failed to get server name form SLD."

it seems your license server is not connected with database server first check your connection by running SLD

Dear Vinoth D R,
Please try on browser with login from B1Siteuser from Serice manager and check there is setting for Job mailer service set by you and test the connected there.
Also try with restart job mailer services from services.msc
