Another general question related to API is , Which object we should use to sync SAP C4C Phone Call, Task and Events activities.

Hi Pratibha,
1. To enable merge option you have to scope the solution in business configuration > general business partner data > handling of business partner > do you want to enable account merge.
2. Re-Parenting: I'll try to explain it via an example. If you have account 1 with associated sales quotes i.e. quote 1 & quote 2 and account 2 with associated sales quotes i.e. quote a & quote b. If you merge account 1 with account 2 with account 1 as master & account 2 as duplicate then after successful merge account 1 will have four sales quotes i.e. quote 1, quote 2, quote a & quote b. So in this example, quote a & quote b are re-parented to account 1.
3. We can use standard web service(A2X ManageBusinessPartnerMergeIn) to create & execute merge calls. Also we can use standard odata to create merge calls.

I believe that you can use the same objects for this purpose, as they are implemented in the c4codataapi.
