Missing library-parameters.json when creating customer theme in UI Theme Designer

The file library-parameters.json is not inside of theme archive, created by https://themedesigner-themedesigner.dispatcher.hanatrial.ondemand.com

The SAPUI5 application on other side do require this file.

Who have an Idea?
