Screen Painter connection problem above SAP GUI version 7.40 Patch 5

One of our customer has Kernel 7.22, SAP_BASIS 702. We are connecting with saprouter. We can open screen painter with SAP GUI 7.40 Patch 5, but we cannot open with 7.40 Patch 8 or 7.50 (some times it can be open) / 7.60 (newer). I check GUI trace log, it is giving error about RFC "no service name in argument list".

Also EU_SCRP_WN32 RFC connection test fail in SM59. I checked SAP Note 101971 solutions but configurations look like correct. Is there any opinion for this problem?
