SEA Scope and Effort Analyzer fails on Generate Executable Library

When running SEA on a Solman 2.7 system against my ECC6 system I am unable to get past the

Generate Executable Library step.

In the application Log I little more detail than "error starting Library generation"

In the sm37 logs I see to following three jobs and logs. Any assistance would be appreciated on where to find a solution to this problem
