LIS set up error

HI gurus,

When i am trying to set up LIS environment i am getting an error ""LIS Environment: Generation not possible in SAP name range"".

RSA3 shows 0 records available.Which is not a fact.

Could some one help me with a solution to this.This is very urgent.
