Can I create a project code without network in SAP PS ?

I created a project code in SAP PS with one WBS but witthout a network. Can I use that WBS to raise PR/POs ?

You can create manual PR/PO( ME21n/ME51N) and assign it to the WBS element ( System Status of WBS must be released), before that make sure you check user status which might be holding you to do that activity using transaction control and check the budget tolerance limits as well. Based on available budget you are allowed to post PR/PO/any actual.

You can manually create PRs and POs using account assignment Q or P depending on the project valuation setting.

If the WBS is in released status, yes, you should be able to create purchase orders, depending on how availability control is set up

Standard SAP allows commitments in Created status. PR/PO can be raised for WBS with system status CRTD, unless the project specifically blocks that.
