We are maintaining employees and contractors in SAP HCM. The current process of changing an employee to contractor is 1) terminate employee record 2) hiring as contractor using another PERNR. This method resulted in two PERNRs and we are no longer able to trace the person using one PERNR.
The reason why this process was put in place is that employee termination action and contractor hiring action cannot occur at the same day due to different employee status - one is terminated and the other is active.
Any suggestion and sharing is appreciated. Thanks.
You should activate IT0031 (Reference Personnel Numbers) in order to "link" both PERNRs.
Note that will create an A-209 relationship between the Person (P) and the Central Person (CP).
P.S.: Some of our employees have multiple PERNRs since they may hold a "Permanent Part-Time" position and be available to work as Casual Labour in other functions, such as a part-time Teacher who could also accept to fill Teacher's Aid, School Secretary, Lunch Time Supervisor, or other jobs (with different Salary/Benefits/Affiliation).

I figured out. No need to delete CP on any PERNR.
On my PERNR B, I deleted infotype 105 system user name. Then I used PERNR A to add IT0031 with reference PERNR as PERNR B.

I tried to create a new PERNR using reference employee no. to capture old PERNR. All works - both new PERNR and old PERNR are linked to each other and share the same CP.
However, I have problem in "fixing" existing people. I cannot link PERNR B to PERNR A via IT0031 because of error "employee cannot be linked". I researched and one posting suggests to delete the CP on one of PERNRs. So I deleted CP on PERNR B, and now I got error "CP missing for PERNR B". Duh. Any suggestion? Thanks.

Nope, you cannot do that , Standard SAP Doesnt allow this. If you want to store the previous personnel number.. you can use Infotype 0031 , apart from that not much you can do.. you have to explain to the customers ..
