Inconsistent characteristic value assignment Message no. C1821

When I am going to Characteristic value of Approved Manufacturer in Classification of Material Master in a class, on saving system showing the same error.

I defined Characteristic using CT04, and Class using CL02 where added same characteristic, in which I added list of values. When I want to add these value on Material Master > Classification > Approved Manufacturer but system not allowing it at saving and showing the Message no. C1821 error. Class type is 023.

Please how can i solve it.

Please run the report: RCLAUSP3 in SE38 and check whether there is any inconsistency and resolve the same in production mode.
