How can we restrict users from deleting the attachment from purchase order or purchase requisition which is attached in the attachment list.

You can go through the note1293080 which describes how you can use the authorisation object S_OC_ROLE for this restriction.

Yes, We can just active the authorization check in ST01 and perform the transactions, then check whatever authorization object is used, we can remove them!
