We use IGS, but not IGS Helper. What is IGS Helper?
IGS on our system is just a few igs*.exe kernel files in the kernel folder. IGS Helper is a separate download and it goes in its own separate igs folder. Is it required? What does it do beyond what IGS does?

IGS helper is folder structure that will be used in IGS. Yes, this is required and you have to update both IGS and IGS helper. It contains font files. hope this helps.

The IGS Helper contains bitmap images and a few other files that can be used by different interpreters, like gfwchart.
You can have a look at KBA 2542495 to know the IGS Helper package you can use.

We don't have IGS Helper installed and yet these tests work fine. se38 -> GRAPHICS_IGS_ADMIN or SE38 ->BW_IGS_CHART_TEST
IGS Helper is not delivered as part of the kernel so it makes me think it is optional. We just upgraded the kernel of lots of systems without IGS helper. Do I really need to go back and touch all the servers again to include IGS Helper?
