TenantNotAvailableException, when trying to call business partner from s4 CF SDK

Hello Experts,

we are getting the error "TenantNotAvailableException: Failed to get current tenant: tenant not available" while calling /businesspartners api after deploying our basic business partner cf app to local tomee server, could not trace much info from the error. We checked destinations env variable, and its accessable from the app. tried to deploy to neo, and its working over there, but could not able to run on CF or local tomee. Are we missing any configuration over here? How can we resolve this issue?
