that's correct. We have to differentiate between master data (e.g. the interest "photography") and the assignment of interests to interactions (e.g. assigning the interest "photography" to the interaction "click through").
In the "manage interests" app you are only creating/deleting the interests, but not deleting the assignment. To do this, you would have to update the interactions.
