I need ti install the App F1761 - Release Biling Requests but its technical catalog SAP_TC_CPM_COMMON is not available in the Fiori Launchpad Designer.
How do I proceed?

The app F1761 is applicable for SAP S/4HANA Cloud. I hope you are not looking it for SAP S/4HANA On-Premise.
