Sneak Preview NW04 (basis 6.40) compatible with basis 7.0?

Is sneak preview NW04 (basis 6.40) compatible with Basis 7.0? We have Enterprise Portal 7.0 and want to develop and test our code locally. Unfortunately Sneak Preview for Netweaver 2004s is not out so I'm wondering if I can test code with sneak preview NW04 and deploy to portal 7.0
