Deploy proxy server not running or web service

i already gone through the sdn links related to mention error(i configured every thing) but still i am getting this error.

in RFC destination CTSDEPLOY-->logon tab i gave the solution manager j2ee user and pwd(is it correct).

And TMS->transport tool check i got the atteched error.

please sugget to over come this error.
