SDH / Vora Consul Error "can't create /etc/consul/encrypt.json: Permission denied"


After setting up OpenShift (v3.10.72) as my container platform and Ceph (v12.2.8) as my storage solution, I attempt to run the SAP Data Hub Foundation installer (v2.4.83, a.k.a. release 2.4.1).

The installation script stops when waiting for service hana:

No resources found.

2019-03-20T13:17:12-0400 [ERROR] Timeout waiting for hana! Still pods not ready

An "oc get nodes" shows the 3 masters and 4 workers are all "Ready"

An "oc get pods -n sdh" shows 3 copies of vora-consul in "CrashLoopBackoff"

An examination of the vora-consul pod log shows:

What could cause this error?
