Standard SAP Retail doesn't have this functionality. This question is raised from time to time on the community, mostly as "happy hours" promotion. The whole condition handling logic (incl. POS in and outbounds, retail pricing, etc.) is based on daily maintained conditions (and changes), so I could just repeat the answer of Aram from the below thread, a LOT of customer development necessary, indeed...
Just to mention: in Omnichannel Promotion Pricing there is mentioned a happy hours functionality, but whether it is live, and what does it cover, and whether Hybris Commerce is mandatory for this, that should be asked from experts working with this area. But this solution is definitely separately licensed.
