How to generate work item id

Hello Experts,

The SC# xxxxxxxxxx is approved by proc-opc , the approval should have to move next level, instead it got struck with proc -opc itself.The next level approver haven't received it and no work item created for his /her approval . How to generate work item id .Please suggest me.
