How risk category coming automatically when we create new customer

Dear Gurus,
I have a credit control area IN01 which is assigned to risk categories ALL, NEW,MID
IN01-ALL
IN01-NEW
IN01-MID
When i create customer at company code level credit master (FD32) getting created automatically in the background
in which risk category NEW is determined .
how system determining risk category NEW automatically in to FD32 user expecting risk category MID should be determined instead of risk category NEW.

Could you please suggest where is the control.
