Ad hoc addition of roles in target system

Hi All,

I'm new to SAP. My current job role requires to create a test case scenario for the integration of SAP IDM/ GRC implementation. The functional requirement description is: Need ability to add roles to users in Dev and quality environments “on the fly. Users frequently test functionality of role and program changes in quality before moving to production. Ability to quickly respond to customer needs is required. What is the procedure for adding roles to users in target systems?
