S/4 Hana - BP/Vendor/Purchasing Org Remove All Plants

I have several plants assigned to a BP/Vendor/Purchase Org and need to delete all of them. I can delete all but one plant. Has anyone else had this issue? If so, how did you resolve. Thanks!
