Role assignment USER1 inconsistent (Please check) error for Release Strategy Workflow

Hello, All.

I encounter error Role assignment USER1 inconsistent (Please check) error when maintaining the workflow for Purchase Requisition Release Strategy. I figured this is due to user1 not maintained in the system, We are doing the configuration in our development box first then it will be transported to TestBox after. However, we don't maintain users in our DEV Box. is there any other way to solve the error without maintaining the users?
