Check first day of the year in Time PCR

We need to Write PCR to check the first day of the year to generate annual Quota for Specific Group yearly if they Completed 1 year Service before the first day of the year and if not completed , it must generate daily .

please advice with any operation can check this .

For a Time Evaluation pcr, look at the documentation for Operation VARST, or more specifically VARSTcurmo and VARSTreday.
