Delivery Header Condition appearing only on 1 line item

Hi,

I have a condition Type ZERP which is defined as given below

When I add the Condition in the Delivery header manually (say $100), then the value is only appearing on the last line of the Delivery.

Say there are 2 lines, then Line Item 10 is having ZERP as 0 & Line Item 20 is having ZERP as $100.

I want both the lines to have $100
