IDOC error email-TS00008068 agent set up

As shown above, we have multiple users getting emails from workflow(TS0008068) 'EDI-partner profile missing emails' from IDOC errors.

I see that task TS00008068 is assigned in WE46 but I can't seem to figure out how these emails are being send to the users form this task.

Configure workflow notifications for IDocs in error status

According to above link , errors will be send to agent defined in partner profile in WE20 but all the users defined here were previous contractors and no longer working here . I cant figure out how someone not listed on agent is getting emails.

Is there something else I should be looking at?
