Appropriate Request- Partner Function Levels

Dear Experts,

I am providing the setup of investment management to my client.

I am faced the issue with approval levels of an appropriate request. I am maintaining the user ID's in appropriate request but the system is considering the approval loop in the alphabetical order of user ID's instead of the order I have provided under "Workflow Approval Levels".

Kindly help me whether I missed any configuration ???
