SAP Work Manager:Not able to confirm operation by Technician

Hello Experts,

Required help in confirming second operation which is created after first confirmed in the system.

Technician can see only option of Transfer not for completion. Order receives in started status directly. No other Orders are in Stared mode for Technician still he can see only 'Transfer' Operation instead 'confirm' option.

Step 1: Created Maintenance Order

Step 2: Created Operation

Step 3: Assign Maint Work Center and Personal Responsible ( Technician) to an Operation ( WM - Assignment Type is Per. Resp.)

Step 4: Released the Work Order and Save.

Step 5: After Transmission, Technician receives Operation.

Step 6: Technician completed the Operation

Step 7: At Backend ECC, Planner added one more operation and transfer to different technican.

Step 8: Technician Received it but can't able to complete or confirm the operation. He got only 'Transfer' operation activated.
