PowerDesigner Repository Connection Error ORA-12154 SQLSTATE = 08004

New PowerDesigner User attempting to connect to the Repository.

Executing PowerDesigner 16.5 SP05 PL02 (64-bit), Version 16.5.5.2 (4734) attempting to connect to an Oracle 11 PowerDesigner Repository. The ODBC Connection type is using the "Oracle in OraClient 11g_home1" Driver (i.e. Oracle Admin 64Bit 11.2.0.4). When I attempt to Connect to the PowerDesigner Repository from the PowerDesigner Client I received a PowerDesigner - Error dialog containing the following content:

[Oracle][ODBC][Ora]ORA-12154: TNS: could not resolve the connect identifier specified

SQLSTATE = 08004
