Phase capacity

Dear Experts,

Is it possible to dispatch the capacity for the phases of a process order. When trying to dispatch the capacity for the process order of an phase , system displays the message ' That capacity can be dispatched only at Operation level' .

And in the planning board , both the capacity for the phase as well as the operation ( although indicating the same ) getting displayed for a resource and when the capacity of the operation is dispatched , the phase capacity also getting dispatched for a resource.

Is it possible to display only the phase capacity for a resource in CM25 and dispatched only the the phase capacity through CM25 transactions.
