The tab is locked in solar01

Dear colleagues,

I have faced an issue.

Working in SOLAR01. A user is locking a tab, an another user cannot perform check-in and check-out for the documents on the same tab. However when working with an other unit of the Business Blueprint Structure, it is possible to check documents in/out, even if the tab is being locked by another user.

I would be grateful if someone could give me a hint where to start searching for these settings. Is it possible to have different settings for different units of the structure in SOLAR01?
